A receptacle, why wouldn’t this unit work on a 30 a system?

The WPC50A could potentially run on a 30 amp power source using the appropriate adapters, but it is designed for a 50 amp electrical system and monitors 2 separate hot legs. It would not provide 30 amp specific overcurrent monitoring or increase the service beyond 30 amps. For a permanent 30 amp RV, the Hughes WPC30A is the correct and recommended model.
