The Redarc V3 trailer brake controller can be used with both a 2023 Ram ProMaster and a 2021 Ram 2500. You would need one brake controller installed in each vehicle. The Tow-Pro Elite V3 is rated for trailers with electric brakes on up to 3 axles, so a tandem/double-axle trailer would be within its capability.
