For a 19-inch tall tank, typically you would want to use a sender long enough to cover as much of the tank as possible, and then trim down the sender if needed. We wouldn't recommend just choosing the shortest two senders unless their usable length matches your tank height. You'll want to compare the sender length range to your tank height and then choose the closest one that can be trimmed to fit.
