These little courtesy lights use a PIR sensor, and PIR doesn’t just see “people”, it reacts to changes in infrared/heat and sometimes electrical noise. The usual culprits in an RV at night:

HVAC cycling: furnace or heat pump starts/stops and warm air moves across the sensor. That temperature change looks like motion.
