Since it sounds like one of the jacks is working properly, the supply voltage is good. There could still be an issue with the ground that is limiting the voltage at that jack, causing it to cut out. But it sounds like a mechanical issue.
Mechanical causes

Jack binding: Dirt/road tar on the screw or bent stabilizer leg = high current → breaker trips. Clean threads, lube with a dry PTFE (not grease, grease holds grit).
- Coupler/shear pin slipping: If the motor spins easily by hand when disconnected or you hear a faint whir with no leg movement, inspect the drive coupler/pin.
- Gear box : possibly a gear has broken or stripped out no longer allowing that jack to move through the full range.
