Unfortunately not
The Lippert 799640 SolidStep Entry Assist Handrail is engineered to bolt to the inside face of the SolidStep side plate. Flipping it to the outside seems simple, but it creates a few real problems:

Door & frame clearance: The outside position pushes the rail into the door swing/threshold area and can snag weatherstripping or the screen door.

Stow/fold interference: The SolidStep needs a clean side profile to fold up into the doorway. An outside-mounted rail can keep the steps from folding flat or latching.

Load path & safety: The brackets are offset so the load is transferred into the step structure the way Lippert tested it. Mounting outside changes that geometry, which can loosen fasteners over time or twist the step frame.

Fastener reach/alignment: Hole spacing and hardware length are spec’d for the inside flange; on the outside you’ll often end up with poor thread engagement or misalignment.
