To tie a boat cleat rope, start by wrapping the rope around the base of the cleat, pulling it tight. Then, form a figure-eight pattern by crossing over the top of the cleat and looping it under the opposite horn. Finally, create a locking hitch by twisting the rope into a loop and hooking it over one horn of the cleat, ensuring it's secure.
