Indeed, the Garnet 709-BTP3 SeeLevel II Tank Monitoring System can function with a tank that is 18" high. Although the 16-inch sensor won't cover the full height, strategic placement, such as near the bottom with a reserve space above, could make it work. Alternatively, you could opt for an 18-inch sensor or two stacked 9" sensors to match the tank's height.
