The top cap pops off to reveal the two gears and handle. There should be plenty of heavy grease there. If not, liberally apply a thicker grease-like bearing grease. On the vertical shaft of the outside tubing, there is a pin hole that you can spray a liquid lubricant in the side. Also, with the cap off, the up and down vertical rod is visible and 3-n-1 oil can be added.
