I reached out to a tech at NSA and he said their Ready Brake is meant to pull on a dead pedal. Meaning the vacuum booster does not need to be powered up. It actually works better with the vacuum not being powered on.
Is there a vacuum pump to keep the booster charged? It seems it would pull too hard without the booster. Ready Brute Elite II Tow Bar And Brake Combo With Blue Ox Clevis blue ox towbars
The peddle moved a lot further when there is vacuum in the booster of the towed vehicle than when it is exhausted and then it takes a great deal of force to apply the brakes.
