- Have no voltage coming into the thermostat between blue and red
- Have a blown fuse in the thermostat (replaceable)
- Have a bad thermostat
If you have voltage between the blue and white, the thermostat is doing what it is supposed to. At that point the wire is not making it all the way to the heat source, or there is something wrong with the heat source.
