You need to go through your set up following the attached information:
If you have a 4, 5 inch frame you should be using two head tilt washers
If you have a 6, 7 or 8 inch frame you should be using three head tilt washers
This would be determined by measuring the frame top to bottom where the lift bracket rest on the side of the trailer
