This sounds like the available signal may be right on the cusp of not strong enough. Take a look at the antenna; if it is a wire type antenna an is still wound up in a twist tie, un-bundle it and stretch it out as much as is possible. If it is piggybacking off the TV antenna, try a stand-alone am/fm antenna as a test. If reception improves, you might consider switching them over. Also if it is running off the TV antenna, turning the booster on will increase FM reception. This may negatively impact AM, however. For AM a stand-alone antenna is best.
