No the white base is included with 47-58-032, but it just does not come with mounting screws. Screws would have to be supplied separately for drilling into your trailer frame.
You say "Surface mounting hardware not included". Does that mean it does not come with the white base? Bargman 47-58-032 LED Trailer Side Marker Light - Amber Taillights
