Yes the 709 monitor only comes with the pigtail connector.
Does this monitor come with the pigtail wiring. Im want to add an addition monitor in the cargo bay Garnet 709 SeeLevel II RV Tank Monitor RV Tank Monitor System

Question: My RV has only fresh water tank. Does the 709 work with only the fresh water sensor and no other sensor installed?
Answer: Yes it will work with only one sensor hooked up. The other tanks will just show an open circuit if you press the buttons.
