Can I use either hitchpin hole on the receiver for mounting the tire carrier & how much clearence do I need ?

I would recommend going into the receiver as far as possible for the most secure mount. If you are referring to the two holes on the spare tire carrier shank one hole is for the hitch pin and the other is for the mourning bolt and is recommended to use both.
