I have a similar one that is spring-loaded and it makes my bike sit too low to the ground because it allows the crossbar to slide up to the seat

It does lock into place once you have determined the correct length, however, there is still a possibility that it could slide up as it has a vinyl coating on the hangers (which is not gripping, but it does protect the finish on your bicycle). If you're having troubles with the bar adapter sliding around, a suggestion is to take an inner tube that has been punctured (and is unusable in the tire) and cut it up into 10cm long sections, then use those to create a surface with more grip between the hangers and your bicycle.
