Is this just a cover or a complete replacement for a regular plug? Not clear based upon Valterra one?

The iLive IAWP28W Dual AC / USB Wall Plate Cover is just the wall plate cover that goes over the existing outlet receptacle. See installation instructions below for how to install. The Valterra DG61071VP is what I believe you are referring too? This includes (1) Wall plug with 2 high output 3.0 amp USB Chargers.
