Yes and no! If the surge received was mild, the protector will block it but the voltage protection side of the device might operate just fine. In fact, it might not even exhaust the Metallic Oxide Varistors (MOV's) and not annunciate a surge. However, if the surge was a big one, the device might not operate at all any more. It just depends.
