I have a Voyager installed in my 2006 f150. Can I just replace it with the p3 brake control or do I need a new wire harness? (Tekonsha 90195 P3 Brake Control)

The Voyager and the P3 will wire up exactly the same. Depending on how old the Voyager is, you may have to do some cutting and splicing. If you do not want to cut and splice you can get the Tekonsha 3035-P harness, and it will be "plug and play".
