Short answer: 15.8V from a WFCO 9800 (55A) with no battery connected is not normal and not adjustable. Don’t reconnect the battery or run 12-V loads off it until you sort this 15.8V will overheat/boil lead-acid batteries and can cook RV electronics.
What the WFCO 9800 should doTypical charge targets for 12-V lead-acid:

Bulk/Boost: ~14.4V

Absorption/Normal: ~13.6V

Float/Storage: ~13.2V

Failed regulator/control board inside the converter (most likely).
