The 19" refers to the length of the leg on the jack. The "up to 15"" measurement is how tall the jack can stand from the bottom of the 19" leg to the top frame of the jack. I will put a picture below to show this.

Doesn't tell me the best leg length for a height range: A 19" leg is recommended for a distance of X" to X" between frame and ground. And how does the specified weight relate to the leg length? Thank you, Brad
