No, it is not. It can be a supplement to but not a replacement for the Coast Guard rated fire extinguisher as this Element is not UL listed. Coast Guard requires a pretty small extinguisher and some customers like to have the small UL listed, inspected fire extinguisher by the life jackets and have a couple of these E50 compact extinguishers around to take care of fires and keep the other one for emergencies when there is not an E50 extinguisher available.
