Unfortunately that harness will not fit the 2019 Jeep Cherokee.
It will fit the 2019 Grand Cherokee, but the standard Jeep Cherokee is not compatible with the 81796-HBC harness.

Hmm, I am not sure as I got my answer through Hayes as well. You would be able to use the universal harness. It would plug into the brake controller and has to be hard wired into the vehicle. The part number is 81789-HBC, linked below.
