The back side of the regulator has four holes that match my bracket. These holes have no screw threading.

Is this a defect in the unit I bought or do I: 1) Tap the threads myself. 2) Use self tapping screws (what size?) 3) attach it to the bracket in some other manner? The holes line up perfectly with my bracket (that fits between two propane tanks), but my screws (from previous regulator) are threaded and need threading to catch.

That is correct, the holes in the regulator are not tapped. We recommend #10 x 1/2” long sheet metal screws. They will form their own threads in the softer zinc casting material.
