Should the fan on switch operate the fan whether the heater or AC unit is on or not?
Coleman Mach 7330F3852 Analog Heat/Cool RV Air Conditioner Thermostat - 12V - Black
Historically my Coleman thermostat would operate the fan manually independent of the heater or AC. Now the dealer is saying it only works with shore power plugged in.

It sounds like they may have been a bit confused. The fan will work with the A/C but it will not work if the gas furnace is on. Shore Power really does not have much to do with it as long as you have sufficient power to the unit. If you just ran the fan, it would be on high. When you turn the air on, it starts at a low speed and you can switch it to high speed. However, if the gas furnace is on, and it is all connected together through your wall thermostat, the fan will not run. Hopefully this answers your question a little better.
