An automatic transfer switch can not make electricity. If you have high voltage readings on a panel inside of coach, you need to measure the incoming voltages coming from the pedestal. This requires a set of 6 readings. L1 and L2 both to Neutral and to Ground which should be 120 volts. Neutral to Ground should be 0 volts and L1 to L2 should be 240 volts.
