What is the difference between an fls fuse and an fmx fuse. Are they interchangeable?

The FLS and FMX are not able to be interchanged. They are dimensionally different and have different terminal pins. By using the wrong holder for the product, you are risking a loose connection. They may appear to fit in the same holder, but the terminals will not create a proper connection, which may cause the fuse to have a hot spot from resistance build up.
