Yes, this BX3788 comes with the safety cables and tabs shown in the picture along with installation hardware. No, shipping would not be free to British Columbia. We can sometimes ship outside the US depending on the product. To find out please email our customer service team at sales@rvupgradestore.com, let them know what products you wish to order and quantities along with a complete ship to address. They will then check to see and if so will get you a quote and lead time. If not you can still order from our site you would just need to use a freight forwarding company to ship it.
