No, it does not protect against short cycling. There is no time delay built in the A/C.

Does the 9430 provide a 3 minute delay after power outages to prevent short cycling of the air condition unit? I can see it does provide a 3 minute delay for when you turn on and off via the controller. ie does the unit have a 3 minute delay from power restoration?
