There is no spring in the Ready Brute RB-9025 for setting the amount of tension, but there is in the Ready Brute Elite RB-9050, and the Hercules #10002 tow bars. These tow bars have shock absorbers inside them to prevent this from happening. But, if you have the Ready Brute RB-9025 then there shouldn't be anything applying the brakes from going down hills. If you're having that problem, you must have some other kind of surge brake installed.
The only other surge braking system NSA makes is the Ready Brake, linked below and if you have this, then your tow bar will be inserted into the rear opening of this and the front of the Ready Brake will be in either a drop/riser hitch, or directly in your motor home's receiver.
If you instead have the Ready Brute Elite RB-9050 and you mistakenly called it the Ready Brute, then you might try putting more slack in the black adjustable sling cable. There should be between 2-1/2 and 3-1/2 inches in the difference in height of this cable when held taught vs. relaxed in the center. The same goes for our Ready Brake/Hercules products.
