It should just push in and turn into the light. Sometimes you may have to wiggle it a bit as the contacts can sometimes corrode.
How do you change the bulb to get it in the fixture on the Gustafson AM4019? Gustafson AM4019 Directional RV Reading Light - Satin Nickel RV Interior Lights
We cannot hold the bulb and get it to push into the fixture
