I would check all the connections, make sure all the wiring is correct and proper. If not it could be the thermostat and you may need to replace it.
This 9630-3361 RV thermostat is working intermittently and does not always come on when temp drops below set temp? Coleman Mach 9630A3361 Digital RV Heat Pump Wall Thermostat - Black RV Air Conditioners
On cold night, I had to cycle the unit completely on and off 3 times for it to resume heating when temp dropped below set point. I had to remove unit as temps were below freezing and re-install my original analog thermostat
