I have this NE RV Lock on a 2017 jayco greyhawk. The deadbolt key will not operate with the batteries removed?

Below is a link to the manual for the Bauer NE RV Door Lock, it has some trouble shooting on the last page. It may be that something is jammed or there is an obstruction in the door frame. If you need more technical help you can contact Bauer at 1-(866) 682-2837 they have a great tech team that may be able to help you further with unlocking the deadbolt. Hope this info helps.
