What are the little levers for? When disconnecting the vehicle the tow bar on the RV it will not stay level.

The little levers are for the arms to move in and out to attach the tow bar. The levers need to be locked back up in place or the arms will move. For storing the tow bar, bring the arms to the center, fold upward to the slot, then fold to the side. If it doesn't stay in stored position you may have to tighten joints or replace hardware.
