Heat strip is not getting power. When does heat strip turn on?

I have a Coleman Mach 15 heat pump 48004-879 with Control Junction Box Assembly 8330-426 with electric heat strip 9233A4551. It was 25 degrees F last night. The heat pump was pushing a little warmth but heat coil had no power to it. When does heat strip turn on?

According to a tech at Coleman, those temperatures are too cold to feel any kind of heat ,even if you were running the heat pump.

According to Coleman, If, the heat pump shuts down on the freeze sensor, and you are in the electric heat mode, the heat strip would energize. Depending on humidity that outdoor temperature will change, but it will be around 40 degrees.

I have the return grill off so I have access to the internals. It's blowing warm air. The radiator is warm which means that the heat pump is working. The electric strip is cold to the touch. I have a multimeter hooked to quick connect terminal of the electric strip. No voltage when heat pump is heating. So my question is what temperature "should" the heat pump stop? What turns the electric strip on?
