If it is a stainless steel worm gear clamp or hose clamp, generally a silicone sealant is used. If so you will need to warm it up and it should slowly be able to peel out. Using a hair dryer may work the best. If they used a glue it might not come out without damage. Hope this helps.

We would suggest using something like EternaCaulk, linked below. Note: If ever using product indoors, make sure to ventilate really well. Smell is strong. Or you can just go with any silicone sealant.
