can i plug into two 20 amp/110v outlets on two seperate circuits if i do not know the phase of the hot legs

I was told that potentially depending on how this box is wired that it may create a dead short if the two different 110 circuits were on opposite or opposing hot legs of the main service? I was told to work it would have to be on the same leg? is this true? Do you have a picture of how this is wired?

According to Progressive Industries tech support, yes it has to be on the same leg. They do not have a picture of the wiring on hand but said if you contact them at tech@progressiveindustries.net or 919-267-6948, they will be able to help.
