Will this work on short valve stems? Some 130 degree extenders which I have tried do not tighten and leak.

According to the manufacturer, these should work for short valve stems as this is what they are made for. He said that sometimes hand tightening them is not enough and you need to use pliers to get a little more muscle behind the tighten. Hope this helps.
