I have an orange light on the surge protector showing next to the green lights. Why isn't it red?

I plugged this into a pedestal at a new park and the first indicator light was orange and not red. The other two lights were green. When I tried a new pedestal they were all green. What would this be indicating if the light didn't go all the way red and just stayed a definite orange color?

According to the manufacturer, there is no orange light, that would be the red light. Below is the manual on the second page top right it shows the light patterns and fault indications. Hope this helps.
