According to the manufacturer, An RA-7296 will not have any voltage coming out of the device. Each of the ports should ohm to 75ohms. The only troubleshooting they have is verifying there is 12vdc into the amplifier and that you are within the antennas 55 mile range from the broadcast towers. Any failure in the unit will require replacing both the antenna head and the amplifier, they no longer manufacture antennas that use an RA-7286 as all antennas are currently amplified, and use an RV-7042 power supply wall plate.
