This is a replacement cover for the Fantastic Vent model(s) 4000R, 5000RBT, and 6000RBT, and the arm is on the side for attachment.

Question: The description says it come with "hinge with rivets" however in one of the questions is says NO hinge.
Answer: I apologize, the hinge with rivets is already part of the roof vent lid K1020-19. This unit does come with screws as well. I will update the other answer as well. I apologize for the confusion.
