Can't plug in dobgone adapter to PT50X surge protector?

I just bought the PT50X and was trying to plug in a dogbone adapter in to make sure the cover would close but it won't plug in. Why would this be? Does the PT50X have to be plugged in before I can plug in something to its receptacle?
