According to the manufacturer, this 521448-5 bracket kit will fit the 2013 Jeep Wrangler Rubicon as long as it does not have an after market bumper.

Answer: Unfortunately there is not a base plate/bracket kit that would install with out modifications. You may be better using a tow dolly.
