My Lippert control panel went blank, i have no idea what mode it is in if i buy a new one does it have to be reprogrammed? (Lippert Repair Parts Electric and Hydraulic Slide-Out Parts)

According to the manufacturer, the controller is what gets programed, the touchpad is just that, so nothing to reprogram.
