As long as the ball mount is a steel casting, and not ductile iron, the standard welding parameters should be followed (no special instructions) to weld to a Reese 21330 ball mount.

I'm not a metallurgist and would be surprised if you are either. Reese 21330,as you described, is what I'm interested in. You tell me if a Reese 21330 is steel casting.
