Since the outlets on your RV will only work when you are plugged into shore power, you will need the solar panel charge the battery in your RV. The inverter will be hooked up to your battery and is installed in the RV at a convienent central location. The inverter will take the 12v DC power from your battery and convert it to 120v AC.

rest of the question. ELX=45 Converter, in a traval trailer fitted with a cord sporting a 30 amp connection , was plugged in by me... after taking the 15 amp reucing plug off of it becausw I thought. a) it had a roof top A/C unit, b) refrigerator, etc. was borrowing it and setting it up to check it out. and boom, the 12v breaker popped when i turned it on. I have switched it back to the 15 amp and AC voltage is fine. nothing on the 12 volt side. if i flip the breaker it archs and trips.
Fixabble or does it need replacing?

There are a lot of variables and a lot of causes as to why the breaker could be tripping. If the 120 side is fine and nothing on the 12 V side, our best guess would be to look into the connection or something may be wrong with the battery. It is hard to say, I would have it looked at by an RV Tech to get a full diagnosis. Hope you get it figured out and if you have any other questions, feel free to ask.
