I suppose it could be possible if you were running the largest pole in super heavy winds (30+mph) for extented periods with multiple flags. But it has not been an issue that customers have reported.
Here is my experience with the product. I used the 1" (12' pole) with a single American flag for 6 years on the same RV on weekend outings and extended RV trips and the ladder showed no difference in wear & tear. This pole is very light and the single flag would have very little effect as far as stress goes on the ladder. When we switch to a new RV I installed the bigger 22' pole with 2 flags. This pole flexes much more since it is fiberglass and at times can bend quite a bit in heavier winds, but also have not seen any weakening or loosening in the ladder and I have had it for about 4 years on my current RV.
