Yes. What you will find many times with LAP sealant is that it looks bonded to the surface, but as you begin to pry it up it will have failed and water seeps underneath. Get as much of the old sealant off as possible and be sure to clean the surface with Acetone to remove any oils, dirt or residue so the new LAP bonds properly.
If I can make a suggestion, I would look at the Eternabond tape in place of LAP. It is a much more permanent sealer, with proper installation giving you 10 years + leak free repair/sealed joint. Many times you can go over the LAP if you cannot remove it as long as the eternabond covers over the the LAP and has room to bond on either side of the joint. The key with Eternabond is that is must be rolled or rubbed thoroughly to activate the bonding material which makes the permanent bond to the surface.
