There is a contactor inside the unit that disconnects power when it hits the hi & lo voltage settings and during starup. A buzzing contactor doesn't always mean something is wrong, it could be a component that is slightly misaligned or a tade loose. Also a contactor can buzz at low voltage or if there is dust or oil between the contacts and in these instances they tend to get worse and never better.
If voltage is correct at the power post and it is still buzzing or the buzzing is excessively loud, it may warrant a call to Camco to see if they feel this is acceptible condition for this surge portector. Their # is 1-800-334-2004
